UK lawmakers will quiz executives of Starbucks, Google and Amazon on Monday about how they have managed to pay only small amounts of tax in Britain while racking up billions of dollars worth of sales here.

The Public Accounts Committee (PAC), which is charged with monitoring government financial affairs, has invited the companies to give evidence amid mounting public and political concern about tax avoidance by big international companies.

"It is hard for the ordinary person to believe it's fair,"
said Margaret Hodge, a member of parliament for the opposition Labour party and chairman of PAC.

"It makes people incredibly angry in the current fiscal climate," she added, in reference to the austerity measures which large budget deficits have forced on the UK, and other countries.

Britain and Germany last week announced plans to push the Group of 20 economic powers to make multinational companies pay their "fair share" of taxes following reports of large firms exploiting loopholes to avoid taxes.

A Reuters report last month showed that Starbucks had paid no corporation, or income, tax in the UK in the past three years.

The world's biggest coffee chain paid only 8.6 million pounds ($13.74 million) in total UK tax over 13 years during which it recorded sales of 3.1 billion pounds.

Campaign group UK Uncut, which is opposed to government austerity measures, and which has organized protests against British telecoms operator Vodafone and pharmacist Boots over their tax practices, said in a statement on Monday that they planned to target Starbucks.

Starbucks said it followed the tax rules in every country where it operates and sought to pay its fair share of taxes.

"We are committed to being transparent on this issue and look forward to appearing before this committee," a spokeswoman said.

Starbucks Chief Financial Officer Troy Alstead will give evidence to the committee, as will Matt Brittin, Chief Executive Officer of Google UK, and Andrew Cecil, Brussels-based Director of Public Policy for Amazon, a PAC spokesman said.

Google's filings show it had $4 billion of sales in the UK last year, but despite having a group-wide profit margin of 33 percent, its main UK unit had a tax charge of just 3.4 million pounds in 2011.

The company avoids UK tax by channeling non-U.S. sales via an Irish unit, an arrangement that allowed it to pay taxes at a rate of 3.2 percent on non-U.S. profits. Amazon's main UK unit paid less than 1 million pounds in income tax last year. The company had UK sales worth $5.3-7.2 billion, filings show.

Amazon avoids UK taxes by reporting European sales through a Luxembourg-based unit. This structure allowed it to pay a tax rate of 11 percent on foreign profits last year - less than half the average corporate income tax rate in its major markets.

Google declined to comment. Amazon did not respond to requests for comment.

Hodge and former financial services minister Paul Myners told the Sunday Telegraph newspaper that the government should consider a new revenue-based tax to ensure profits from UK sales didn't go offshore.

Before becoming the chief apologist for Starbucks' microscopic UK tax bill, Kris Engskov was Bill Clinton's flunky.

The coffee chain's UK boss was close enough to the former president to be twice called in front of a grand jury during the Monica Lewinsky scandal, and those grillings look like just the type of experience needed tomorrow, when the coffee chain attempts to justify itself in front of members of parliament probing the taxation of multinational businesses.

It would have been useful, that is, before Engskov ducked the grilling and left Troy Alstead, the group's chief financial officer, to appear by himself (apparently, Google and Amazon are also sending one witness each).

Alstead, of course, is in town after Starbucks got itself into a spot of bother last month when it emerged that it had paid just £8.6m in corporation tax since launching here in 1998 – which looks rather mean as the company's last annual report states: "our Canada, Japan, UK, and China [businesses] account for a significant portion of ... earnings".

Alstead will attempt to fool MPs by spinning that the firm has "paid" £160m in UK taxes over the past three years, even though the line looks weaker than one of its Americanos: £87m of that was VAT, collected by Starbucks but, er, paid by its customers.

If Google’s first science fair is any indication, the top scientists of the future will be women. Google has announced the fair’s winners, and they are all girls.

Shree Bose, age 17, from Fort Worth, Tex., won the grand prize for developing a way to improve ovarian cancer treatment for patients who have developed a resistance to chemotherapy. Naomi Shah, 16, from Portland, Ore., found ways to improve indoor air quality and decrease people’s reliance on asthma medications. And Lauren Hodge, 14, from Dallastown, Pa., researched the effects of different marinades on potential carcinogens in grilled chicken.

“As a girl, to see that my gender actually is going to come into this field that’s been so dominated by men is exciting to me, and to be a part of that is even more exciting,” Ms. Bose said in an interview.

Surprisingly for Google, a computer science company, the winners each did bioscience projects. But the entries were wide-ranging, as was the science fair. Teenagers anywhere in the world could enter the fair in areas from computer science to space exploration. Unlike other science fairs like those of Intel and Siemens, students entered online, instead of presenting their projects in a school gymnasium.

Ten thousand students from 91 countries entered 7,500 projects in the science fair, including transforming recycled cans into solar ovens, building robotic prosthetic limbs and developing 3-D indoor navigation for blind people. For a clue about what tomorrow’s scientists care most about, the most popular category was earth and environmental sciences.

Google invited 15 finalists to its Mountain View, Calif., headquarters this week. The winners received scholarships, internships at Google, CERN and Lego, and for Ms. Bose, a trip to the Galapagos Islands with National Geographic Explorer.

Google started the science fair to promote curiosity about science and experimentation among students, as one of the company’s several education projects. It was also a marketing tool for Google Apps, which compete with Microsoft and other companies. Google hoped to introduce students to Google’s Web products, like Google Sites, App Inventor and SketchUp, so they might continue to use them in college and the workplace.

That plan may have paid off. Ms. Bose said that she started her project planning to “cut and paste it onto a board” to present at an in-person science fair. But entering it online was much easier, she said. She used Google Sites, Docs and Scholar, and plans to continue to use the services.

Promoting women in science was not an explicit goal of Google’s and gender did not play a role in the judges’ decisions, said Vint Cerf, a Google Science Fair judge and the company’s chief Internet evangelist.

“But I was secretly happy to see that happen, because for ages men have dominated the science field, and in many cases women who have done excellent work have been ignored,” Mr. Cerf said in an interview.

In Silicon Valley, where men vastly outnumber women, Google has consciously tried to recruit more women. One way it did that was to hire women early on, like Marissa Mayer in engineering and Susan Wojcicki in ad sales, because the founders thought women would be more likely to join the company if they saw other women working there.

Yesterday, our top 15 Google Science Fair finalists descended on Google’s headquarters and wowed our luminary judges—as well as more than 1,000 local attendees plus Googlers who stopped by to check out the action. Our exhibit hall was buzzing with energy and excitement as everyone wondered which young scientists would go home with our top prizes.

The results are in—and this year was all about girl power. Our top three winners by age category are:

Lauren Hodge in the 13-14 age group. Lauren studied the effect of different marinades on the level of potentially harmful carcinogens in grilled chicken.

Naomi Shah in the 15-16 age group. Naomi endeavored to prove that making changes to indoor environments that improve indoor air quality can reduce people’s reliance on asthma medications.

Shree Bose in the 17-18 age group. Shree discovered a way to improve ovarian cancer treatment for patients when they have built up a resistance to certain chemotherapy drugs.

We also awarded one Grand Prize and the Grand Prize Winner is...Shree Bose; congratulations!

Our judges said the unifying elements of all three young women were their intellectual curiosity, their tenaciousness and their ambition to use science to find solutions to big problems. They examined complex problems and found both simple solutions that can be implemented by the general public—like changing your cooking habits or removing toxins from your home—as well as more complex solutions that can be addressed in labs by doctors and researchers, such as Shree’s groundbreaking discovery, which could have wider implications for cancer research.

The winners took home prizes furnished by Google and our partners CERN, LEGO and National Geographic. Shree received a $50,000 scholarship, a trip to the Galápagos Islands with a National Geographic Explorer and aninternship at CERN. Naomi and Lauren each received $25,000 scholarships and internships at Google and LEGO. All three were awarded lifetime digital subscriptions to Scientific American. Beyond the grand prizes, everyone went home with some pretty cool loot, along with plenty of photos and memories that we hope will last a lifetime. "Cuil" again

In a 1966 review of the new Random House Dictionary, Kurt Vonnegut wrote that the key to understanding a new dictionary was to "look up ain't and like." These two definitions are the quickest way, Vonnegut promises us, to determine whether a dictionary is "descriptive" or "prescriptive"—if it explains how language is used or if it decrees how it ought to be.

Nowadays, not so many people use dictionaries—why bother when you can look up the definition online? Vonnegut's idea is no less relevant today, though. Monday's launch of Cuil, the latest search engine gunning for Google, brings us to this question: What queries can you give a search engine to quickly expose its strengths and weaknesses?

All ready, comments are coming and the one from Anita Hamilton of Time doesn't think that the "Cuil" search engine released on Monday the 28th of July will be much of a threat to Google. I think this is a hasty judgement and that time will correct specific issues of complaint. I have done some testing and discovered a greater depth of results. At least it isn't like Google's "Scholar" search engine that has disappointed many users where a plethora of citations are listed and articles that are by subscription or purchase only.

Rest easy, Google ... The much-hyped new search engine Cuil (pronounced "cool"), purports to index more Web pages than any of its rivals. But based on its Monday debut, the new site poses little immediate threat to industry leader Google, or even its nearest competitors, Yahoo and Microsoft, in either relevance or breadth of results it delivers.

"Anybody who thought [Cuil] was this Google killer can really see now that no, that's not going to happen today — and the likelihood is that's not going to happen a year from now," says Danny Sullivan, internet search guru and editor-in-chief of SearchEngineLand.

Despite its lackluster performance, Cuil (which means wisdom or knowledge in Gaelic) got so many visitors on Monday, that its servers crashed around 3 p.m. E.T. "Due to excessive load, our servers didn't return results. Please try your search again," the site read intermittently throughout the afternoon. But even when it was working, the results were fair, at best. Enter a keyword such as "mint" and the first result that comes up isn't the herb or flavor but the U.S. Mint. Type in "Obama," and one of the sub-categories Cuil suggests is "Hispanic-American Politicians". And Cuil lacks the special tabs for news, video, local and image results used by the leading sites.

The hype over Cuil, in fact, may be testament to the power of a great back story. Cuil is the brainchild of ex-Google staffer Anna Patterson — who developed the TeraGoogle indexing system that Google still uses today — and her husband Tom Costello, who developed search engines at Stanford and IBM. Cuil indexes some 120 billion Web pages. (Google, on the other hand, claims to scan more than a trillion pages, but only indexes those that are useful, according to the company.) The Cuil team generated so much buzz for its venture that it managed to raise some $33 million in financing. But the acid test of any search site is the results it generates, and for now, anyway, Cuil falls way short of the industry's leaders, and even for that matter, of many startups.

Cuil's distinctive design, in which results appear in three columns across the page, also allows for longer previews of each site's content. But other search sites make better use of page real estate. SearchMe, which launched earlier this year, offers full-page snapshots in its results, through which you can flip like the album covers on iTunes. And the number 4-ranked search engine, Ask, also uses a wider layout to display both images and sub-categories for refining one's search.

Cuil has a distinctive, if old-fashioned, approach to indexing websites. Instead of ranking them based on popularity, as Google does, it focuses on the content of each page. That may make sense in theory — after all, the most popular restaurants, for example, rarely serve the best food — but it is precisely the model that Google broke away from in order to give users more relevant results. That could explain why a Cuil search on "insomnia" directs the user to the American Insomnia Association rather than to the Wikipedia entry on the subject pulled up first by most other search engines.

The one area where Cuil excels, however, is user privacy. Whereas Google stores user-specific searches for up to 18 months, Cuil never stores personally identifiable information or search histories. Privacy has become a growing concern among users of search sites ever since America Online inadvertently released the searches of 658,000 of its users in 2006. But that's unlikely to be enough to persuade most users to switch from their search engine of choice. "Anybody who thinks the next Google killer is going to come along is banking on something that's unlikely," says SearchEngineLand's Sullivan. But if the Cuil story is any indication, that won't stop people spending fortunes on beating the odds.

"Cuil" challenges Google as a search engine

Anna Patterson's last Internet search engine was so impressive that industry leader Google Inc. bought the technology in 2004 to upgrade its own system. She believes her latest invention is even more valuable - only this time it's not for sale.

Patterson instead intends to upstage Google, which she quit in 2006 to develop a more comprehensive and efficient way to scour the Internet.

The end result is Cuil, pronounced "cool." Backed by $33 million in venture capital, the search engine plans to begin processing requests for the first time Monday.

Cuil had kept a low profile while Patterson, her husband, Tom Costello, and two other former Google engineers - Russell Power and Louis Monier - searched for better ways to search.

Now, it's boasting time.

For starters, Cuil's search index spans 120 billion Web pages.

Patterson believes that's at least three times the size of Google's index, although there is no way to know for certain. Google stopped publicly quantifying its index's breadth nearly three years ago when the catalog spanned 8.2 billion Web pages.

Cuil won't divulge the formula it has developed to cover a wider swath of the Web with far fewer computers than Google. And Google isn't ceding the point: Spokeswoman Katie Watson said her company still believes its index is the largest.

After getting inquiries about Cuil, Google asserted on its blog Friday that it regularly scans through 1 trillion unique Web links. But Google said it doesn't index them all because they either point to similar content or would diminish the quality of its search results in some other way. The posting didn't quantify the size of Google's index.

A search index's scope is important because information, pictures and content can't be found unless they're stored in a database. But Cuil believes it will outshine Google in several other ways, including its method for identifying and displaying pertinent results.

Rather than trying to mimic Google's method of ranking the quantity and quality of links to Web sites, Patterson says Cuil's technology drills into the actual content of a page. And Cuil's results will be presented in a more magazine-like format instead of just a vertical stack of Web links. Cuil's results are displayed with more photos spread horizontally across the page and include sidebars that can be clicked on to learn more about topics related to the original search request.

Finally, Cuil is hoping to attract traffic by promising not to retain information about its users' search histories or surfing patterns - something that Google does, much to the consternation of privacy watchdogs.

Cuil is just the latest in a long line of Google challengers.

The list includes swaggering startups like Teoma (whose technology became the backbone of Ask.com), Vivisimo, Snap, Mahalo and, most recently, Powerset, which was acquired by Microsoft Corp. this month.

Even after investing hundreds of millions of dollars on search, both Microsoft and Yahoo Inc. have been losing ground to Google. Through May, Google held a 62 percent share of the U.S. search market followed by Yahoo at 21 percent and Microsoft at 8.5 percent, according to comScore Inc.

Google has become so synonymous with Internet search that it may no longer matter how good Cuil or any other challenger is, said Gartner Inc. analyst Allen Weiner.

"Search has become as much about branding as anything else," Weiner said. "I doubt (Cuil) will be keeping anyone at Google awake at night."

Google welcomed Cuil to the fray with its usual mantra about its rivals. "Having great competitors is a huge benefit to us and everyone in the search space," Watson said. "It makes us all work harder, and at the end of the day our users benefit from that."

But this will be the first time that Google has battled a general-purpose search engine created by its own alumni. It probably won't be the last time, given that Google now has nearly 20,000 employees.

Patterson joined Google in 2004 after she built and sold Recall, a search index that probed old Web sites for the Internet Archive. She and Power worked on the same team at Google.

Although he also worked for Google for a short time, Monier is best known as the former chief technology officer of AltaVista, which was considered the best search engine before Google came along in 1998. Monier also helped build the search engine on eBay's online auction site.

The trio of former Googlers are teaming up with Patterson's husband, Costello, who built a once-promising search engine called Xift in the late 1990s. He later joined IBM Corp., where he worked on an "analytic engine" called WebFountain.

Costello's Irish heritage inspired Cuil's odd name. It was derived from a character named Finn McCuill in Celtic folklore.

Patterson enjoyed her time at Google, but became disenchanted with the company's approach to search. "Google has looked pretty much the same for 10 years now," she said, "and I can guarantee it will look the same a year from now."
